Are you sure you need to intervene? I have three WC's with cracks between the webs, other than using Coppercoat on the gasket, I've had no real problems with water/oil mixing!
 
There are many, many Allis Chalmers engine blocks that have cracks at the top between cylinders. Nothing to worry about, the head gasket seals to the top of the cylinder sleeve so that solves the problem.
 

Permatex #2 runs in my mind as the "Non-Hardening"..
It sets-up and gets stiff but will not get hard..

Most AC blocks with a crack between sleeves will have some coolant in the oil..
If you pull the oil dip-stick and see small water droplets or milky-looking oil, you have coolant in the oil..
Old friend who was a long-time AC Mechanic told me the cure was (Take your pic)..either to dig the bottom thick settlings from Paint Cans OR use Non-Hardening permatex in the bottom of a well cleaned block..
I prefer the Permatex..!

I think you are talking about the bottom having cracks and he has cracks in the top. I never use anything on the head gasket and never had a problem with cracks at the top with just a dry head gasket. I have had a couple of Oilvers with the same type cracks at the top and not had a problem with a dry head gasket.
