The key switch circuit runs from the switch, down through the transmission safety switch, then through a PTO safety switch on the PTO lever and then up into the fuse panel where it controls that relay. Check to see if you have power in the relay control circuit and the switched line of the relay.
I'd bet on a bad safety switch if I only had one guess.....
