I use this garden digger tool like the pic to pull out the adjustment pins, if you put a slight bend in the shaft down near the fork it works out great. If the clutch is hot for an extended period, the discs may be warped so do your tightening adjustment one slot at a time and test or you may get to a point that there is not enough slack for the clutch to snap over center. In any event adjusting up the clutch is not going to solve your clutch disengaged shaft rotation.
In trying to figure out whether you had a big 400 or the 400B I noted your sn 8082862. That sn according to the YT & the tractordata.com brains list that sn as 1956 model.
