The liquid gets flung around inside,makeing for a VERY bumpy unbalanced ride. Probably a dangerous one too.Fluid is OK for a large slow spinning (tractor) wheel,not so much for a smaller one going around at fast hiway speeds.
 
Every pound in the tires would be a pound
of freight less on the bed. Trucking is all
about payload. Not to mention the out of
ballance issues.
 
Unsprung weight is enemy of suspension designer. Heavier
the wheel / axle assembly harder to keep it touching the road
over bumps and makes ride terrible.
 
Hundreds and hundreds of miles at those speeds with fluid and cast weights and never felt anything like that.
 
Mike; Yes I could feel the rhythm etic bounce when I've taken the ballasted tractor on tractor rides. Since, have put on new tires, no ballast, no more bounce, except for the road bumps. gobble
 
Doing that would cause a good many problems.
#1 out of balance tire/wheel cause vibration
#2 at road speed that fluid would cause things to jump around on the road so control would be a lot harder.
#3 if you figure each tire would be 100lbs or so if not more and so if you have a tandem rear end that would be 800lbs or more so that would be 800 pounds you could not haul with out running over loaded.

And there is likely to be many more reason why it would not work well
 
I believe id you added balast you still would not feel anything. Your old tire was not quite round.
