rear rim problem

the rear tire on my neighbors 1964, 135 Massy is leaking air, no fluid in tire.

we aired it up and discussed his options for repair, I noticed there is a 2 in rusted out space where the tube stem comes out of the wheel.

So the last guy that replaced the tire (tire is only about 1 year old) just replaced the tire and tube and did not fix or replace the rim.

Question: Can this old rim be repaired and a new hole drilled for the valve stem. Or does it have to be replaced, i checked on line a new rim was $365 + shipping.

My rims were in similar condition. When I replaced the tires I had the tire shop remove the old tire then I took the rim and cut out the rust, welded in patches and drilled new valve stem holes. You just have to make sure and not have any jagged spots that can poke a hole in the tube. I spent quite awhile with a die grinder and stone smoothing everything up before I painted them. If you don"t have a welder I"m sure any welding shop could make the repair.
 
I had the same problem this spring. My tube was cut with the jagged edge on the rusted spot. I welded a patch (nothing fancy-I am not a great welder) over the hole and used bondo on the inside to smooth it out. You can drill a new hole also, I put mine on the other side, opposit of where my patch went.
