I don't know where you live, but the belt is a flat belt put together with alligator clips and I have gone to an Amish harness maker and he made a flat leather belt for me. Other than that I am not sure where you would find one. I don't know if Steiner sells them either.
 
You could try Rice Equipment in PA. They have a web site. They have parts for the F series tractors but I don't know about a Regular.
