Does anyone know where hydraulic relief valve is located on White 2-63-15 backhoe?

If I remember correctly the main relief for the backhoe is in the inlet end plate of the backhoe valve stack, follow the pressure line from the pump to where it connects to the valve stack and the relief valve should be in that section.
