Removing Allis G head

I took all the head bolts and 4 nuts off the Allis G head in preparation for head removal. The head did not come off; however, do the 2 bolts
that hold the center cast water pipe also need removed, or are they independent? I didn't take them off because they were extra tight and I
did not want to risk breaking them, especially if they don't need to be removed. As always, a big thank you to all my responders.
 
Parts books show that bolt is 3/4 long at $0.27 each and no corresponding threaded holes in the block. That being said, I've never had the unfortunate pleasure of taking one apart.
 
No, those two only enter the water jacket of the head -

I always used a wood chisel to separate the head from the block. Someone glued the head gasket both sides. I have never glued a head gasket on low compression heads.
 
I have never done this but I have heard that you can put some rope down each spark plug hole then turn the engine over and that will push the head off but only do that if your 1000% sure al the head bolts are out
