Replacing starter on IH 684

So, my IH 684 tractor doesn't start. I turn the key, the solenoid engages - I hear it click, and the starter seems to turn....but barely. The battery is new. It sure seems as if the starter is at fault.

1. Is that a poor assumption? If so, how should I verify? What else should I check?
2. If the starter is bad, what do I need to consider when replacing it? The starter seems pretty accessible, and doesn't appear like replacement should be difficult. The flywheel is inside the chassis. Will replacement be messy? Should I drain some oil before replacing to reduce spillage? Is it dry?
 
check your battery voltage and maybe even load test it, new is no guarantee.....then make sure all the cable connections are clean on both the positive and negative side of things..

Quick/easy. Turn on the lights. and watch their brightness when cranking. if way dim, and new battery charged and wires checked, the starter could be dragging from worn bushings, or bad brush contact. Jim

It does seem to exhibit this behavior
 
The first thing to fail on those starters is usually the solenoid. A quick test, with tractor in Neutral, Parking Brake ON and STOP/START/RUN in STOP position, take a screwdriver and short between the Battery Terminal (Rubber Protective Cap) and the Starter Terminal on the front of the solenoid and the starter should spin at full speed but not engage into the flywheel.
Be sure to check the negative ground cable where it connects to the bolt through the clutch housing, make sure connection is clean and tight.
Is the clutch safety switch still connected? They are another source of failure.
 
As Barnyard Engineering states, if indeed you do find you need to replace the starter, it is an extremely easy "plug and play" operation. Unbolt old starter from chassis, disconnect wires, bolt on new one and reconnect wires.

I took my starter off the tractor and tested it before I bought a new; that may save you some monet you can test the solenoid also
