rim width for 16.9x28

I have a MF 165 with 11 inch wide rims and 16.9x28 tires. I have to replace the rim, but I am not sure if that is the original tire size for that rim.

I have the factory parts manual and it can't make up its mind whether the rim should be 11 or 13 wide.

Then looking at (modern) tire manufacturer guides, it appears 16.9x28 should go on a 15 (or 14) wide rim.

The cost is the same for either an 11 or 15 inch rim, can anybody recommend one size or the other?

I would have said that 16.9's should be fitted to 15" rims. They will definitely "sit" better on this size than 11" or 13" rims. Provided that BOTH tyres are fitted to the same sized rims, you wont have a problem. Fitting one on an 11" rim will change the "rolling circumference" of the wheel, and cause premature wear to the differential assembly over time,

16.9x28 tires should be mounted on 14" rims. I have found some mounted on 13" rims as well but 15" rims are a lot harder to find as most of them were used for 18.4x28 tires.
