I think its time for a new rim, but can this be fixed somehow???

depends on how bad its rusted. steiners has new rims for the ac b for 49.95, 2-3/4 pilot hole, 2-5/8 bolt center to center for a 3 x 15 rim.
 
The picture does not show enough. If that gray area is about 5 inches long- could be ok to fix, depending on the adjoining area- how thick is that. Might be able to find a donor rim to supplement what you have. Otherwise, time for a new rim. Regarding the advice the other day about fixing with fiberglass?. If fiberglass was ok to fix with- why wouldn"t they make the entire rim out of fiberglass? Beyond that- I"m wondering why no one else talked about your priming the tractor? That is normally the second last thing to be done- just before painting. Normal restoration is to get everything torn down and fixed, running, etc, before priming and painting.
 
I cant see the picture and my opinion wont help anyhow but the product to use is called POR15.If it can be salvaged that stuff dries super hard.
 
You really can not tell how bad your rim really is until you have the tire off. I have repaired some kinda bad rusted rims. More to show someone that told me it was beyond repair. The plow wheel picture you can see the shinny where I welded in the patch. I was filling in for my second shift forman and repaired it in my tool shop and didn't have a camera to do a step by step. You can think that a rim is shot looking at the out side and with the tire off the inside looks clean and new over most of it. You can also take the tire off one and see the inside pitted almost thru to the outside. Start chipping off rust and find a sieve.
The shinny spots at the bottom was holes that were welded up from the inside and then ground smooth inside and out.
