Yes we had one in our tool shop, it was main used in stamping dies for use. We used it for years but never bought a second one. It worked. Like a little welder for a quick fix, if you had a shaped punch in a die and the holder was a little wore you could add mat’l to keep it from turning. It a tool that can do some things but it’s a nitch tool.
 
The local machine shop does it I had a hay bine shaft that came in and I needed a bit of material uniformly added and that’s what they did. Called it metalizing didn’t charge me much for it but it didn’t look exactly like welding and machining down there were a few spots looking kinda like little Pits but he said it was super hard from the titanium layer they put on then smoothed down. So far it has worked hasn’t been back
 
This sounds sort of like the spray weld I have heard of being used to restore a crank shaft to original size before polishing or regrinding back to standard size.
