Rockshaft issues 1948 B

I bought a 1948 B with a power lift. (Not power trol) the gentleman I bought it from showed me that it worked and I even tried it. Well I got it home and it wouldnt work for me. Seems the lever on the deck you turn to engage it is not wanting to turn? Any tips? Did something break in transit or am I doing a procedure wrong?

The pto must be engaged and the clutch engaged also.
 
The rockshaft arms may be in the upper position. They will not come down without weight on them. If you put a large wrench on the square arm you may be able to pull them down. The lever you mentioned is for the PTO which has to be working for the rockshaft to work. You may just have to work with it a bit or let the clutch out a little to get it to engage.
 
They are currently in the down position. Whats the order of operation? Is it push clutch lever forward, turn lever, then press pedal under the seat?
 
When engaged the pto lever points toward the rear, 6 o'clock. When disengaged it points toward the belt pulley, 3 o'clock.
As you try to turn it on, use the the clutch lever to turn the belt pulley a little and then pull the clutch lever back to stop the belt pulley. Keep doing this until the pto lever turns to the 'on' position.
