Rotory cutter blades wobble

I removed the blades to clean debris and lightly grind a few nicks out. Problem is, I've tightend them as much as I could but the blades wiggle up and down just a little on the shoulder bolt. Is the "shoulder" on the bolt what is doing that so the blade can be tightend without the blades binding? I didn't think to try to wiggle the blades up and down before I removed them. I feel like it's supposed to do that, but with such a crude, powerful and dangerous impliment, I am questioning myself. I am new to all of this and need to be extra careful. Sorry if it is an obvious answer.

Yes, they will wiggle.
