I believe the Shermans and the Hupp over, under, or over AND underdrive gear boxes slowed the p.t.o down propotionately.........therefor they were not good for tilling....by the time you slowed the tractor down, the p.t.o was also slowed down and therefor not turning tines fast enough.
There is a more rare aux. tranny. for the fords and 20 & 30 Fergie called a "Howard"..this reduction did NOT slow down pto speed. Created for the Howard Rotavator. Pretty rare VERY pricey.
I us a 5 footer on my TO35 with high low range.
and 2 speed pto. Low 1 and engine speed allows for very slow forward motion with throttle control of tine speed.
Most consider the 1 gear of the fords, 20's and 30's fergie way too fast for tilling.

In my opinion it is not the least bit suitable. You need an independent PTO so you can control the speed of the tractor independent of the PTO.
