Anyone know what these bolts would be used for? Round head like a rivet, shank like a carriage bolt but oval shaped not square.

Looks like the kind of bolts they use to attach armco barriers.

Not sure what they're called. The bolt would be hammered into the hole, shank friction fits in place, then the head can be hidden or inaccessible, but still hold to tighten a nut. Sort of a precursor to carriage bolts, but (I think) meant more for metals.

Ah, found them. Button Head Oval Neck Bolts. The necks apparently come in either oval or elliptical. Used a lot in automotive and railroad.

I bought a whole bucket full of half inch x one or one and a half at an auction one time that looked similar to the bottom one,but the heads were rubber coated. Judging from some of the other stuff on the sale,I had assumed those were for a Harvestor silo. Still not positive about that though. There was just about as many washers in the bucket that were hex on the outside instead of round and they were slightly wedge shaped like they went up against something round like a silo.
