Rumely model W fuel pump stuck!

I removed the rocker arm and the plunger is stuck in the down or bottom position. I made a pickelfork to fit under the head of the plunger and able to tap it hard as I want without breaking it. No luck! With the spring in the way I can't see what could be holding it down.ANY suggestions, it's been down for over a year,I'm stumped!!
