Rustred, carb question

I'm going to pick up a gallon of gunk tonight. The main jet assembly was already put together so I assumed the guy before me reinstalled correctly, I know I know, so I'm guessing I should pull all of that apart before soaking? I don't have the jet install tool and cash is tight, do I need it ?
 
always take carb apart as much as possible when soaking. jet can stay in if tight. soak upside down . swish around occasionally with needle nose pliars.wash off with cool water , garden hose spray nozzle i use. check all passages when when blowing out.
the float tie a weight to it with fine wire to bury it to clean it up.
