Rusty nails

Oxalic acid, comes as crystals. Dissolved in water and painted on the rust will make the rust go away, but it won't stop it from happening again. Galvanized or Stainless nails will not rust. steve
 
If you have hundreds of them an application of new paint might be easier than individual treatment. If a few, drive them in 1/4 inch and fill the hole with bondo. sand flat and paint. Jim
 
The paint has deteriorated. Sand down/scrape any loose paint, set the nails if needed and fill with paintable filler. Need a quality primer/sealer next , then 1-2 top coats.

The older oil based paints were best, cut with linseed oil which polymerizes in sunlight and seals the surface.
 
Latex paint isn't any good for metal, it allows water to pass right through it. If you would at least use an oil based primer where the nails are it would provide a barrier.

A good example of this is how the bottoms of latex paint tins left in storage will rust out from the inside .
