You need to use any phosphoric acid based rust converter, I use rust mort by SEM. it is watery thin so it will penetrate. That said, it will du you no good to convert rust that is not directly bonded to the metal, so you need to get all loose rust off first. A twisted wire cup type wheel is good for that.
 
What I do is use an angle grinder to clean off as much rust as I can then I used pickup truck bed liner spray on them and that makes a nice thick rust proof coating on the rim

No the SEM Rust Mort is actually rust converter. It is brush on. After applying according to instructions you apply a regular primer, and then your top coat. The main idea is to not have a covering over rust which a few months later is causing your paint to bubble.
