Rusty Rims

What would be the best technique to get paint to stick to rusty rims? If I cant get them to bare shiny metal.

You need to use any phosphoric acid based rust converter, I use rust mort by SEM. it is watery thin so it will penetrate. That said, it will du you no good to convert rust that is not directly bonded to the metal, so you need to get all loose rust off first. A twisted wire cup type wheel is good for that.

Ok is that actually paint or do you spray that stuff on and then add a layer of paint?

What I do is use an angle grinder to clean off as much rust as I can then I used pickup truck bed liner spray on them and that makes a nice thick rust proof coating on the rim

Sand blast then prime and paint OEM color.

No the SEM Rust Mort is actually rust converter. It is brush on. After applying according to instructions you apply a regular primer, and then your top coat. The main idea is to not have a covering over rust which a few months later is causing your paint to bubble.

I used to use an angle grinder but I tried a needle scaler and I like it better.

I think you need to remove the rust first if you want to paint the rusted rims.
