Need more info than that if you think you're going to get any help here. Why don't you start by telling us what you mean by low gear. Give gear numbers. ALL of them.
 
Advice- do not remove top cover on transmission. I utilized IT F-20 manual. Readily available on line.

As far as speeds go, Im of no help. Manual does go through various trouble shooting, and you came to the right place for info. Do neutral and park function properly?
