separating slip clutch components

My tiller attachment has a slip clutch and it isn't slipping. Must have the disks and metal plate fused together.

Cannot separate front metal disk, things are frozen up.

What is the best way to get the clutch separated into component parts so I can clean up the rust and replace the fiber disks?
