Fill around it with clean gravel so that water can drain away. Dirt, limestone, or concrete will hold the moisture.
 
Like HFJ said, Penta was short for pentachlorophenol. It was a wood preservative we were taught, (in Vo-ag), to use on exposed wood, such as wagon beds, to make them last longer, and like you said, it appears that it worked well enough for the gov to ban it. Thing is, the more I think about it, I might have used Thompson's Water Seal anyway. ;-) gm
