Should I grind hub bolts?

I had to buy new rims for 8n. They are the loop kind. I also needed new bolts. I bought a 12 pack of bolts to get them all at once. This link is an EXAMPLE. The bolts I got are same size, length, etc. I am using this to give a real life example so my post makes sense. My bolts look exactly like these but are a bit higher grade / diff color.

If you look at this bolt, right under the head, the bolt is square and then tapers down to the round part. The bolts sit on that taper when put into the loop. Preventing the bolt from going entirely into the rim loop.

There's enough thread to get the bolt on 98% of the way, but I feel like the bolt should sit all the way in the loop.

My question here is, should the bolt sit all the way in the rim loop? Or should the bolt actually sit on that taper on the square part and have a centimeter gap between the head of the bolt and the loop? Because right now with that square part, the bolt won't go all the way into the loop and there is about a centimeter gap between head and loop. Is this intentional?

I was going to just grind the 4 edges of the square part down.
