Should I grind hub bolts?

I bought new loop style rims for 8n. I needed new bolts. I got bolts that look like these.

The weird thing with these is - if you look under bolt head, they are square then taper into round part of bolt. So the bolts won't go all the way into loop. They sit on that taper and leave a centimeter gap between head of bolt and loop.

Is this normal? Do I want this gap and do I want the bolts sitting on that taper rather than going entirely into the loop? There is enough thread exposed to get the bolts on about 97% of the way.

I was going to just grind the four edges off each bolts' square part. But wanted to check here first.
