Small railroad Jack problem

Other than making the working parts look like those that are wire brushed! I thing there are one or two springs missing. The bent pin in the middle of the top center of the image may be one spring anchor point. Jim
 
I have the identical jack with the identical problem. Except it will sometimes go down a few notches. Thinking it's a lubrication problem since it used to work fine til I stored it outside a few months.
 
I would pull them cotter pins out of them levers and get it apart anc get that rust all cleaned up. It takes more than just splashing with oil. Then after it’s cleaned lube all the pivots.
