SMOKING AND SURGING??

i've recently acquired a 1948 8n. it smokes some and the motor seems to surge. i know that the smoking will only be solved by going into the motor. but i was wondering if anyone had any thoughts about the "surging". it seems to have plenty of power. it does everything i've wanted it to do. but i'd like to get it running tip top, so it will provide me with many years of service. thanks in advance to any responses. new to the forum.
 
What do you mean by surging? If its reving itself
up its your governor. Probably the balls are worn
flat and the race is grooved. Easy fix to rebuild.

THANKS TO ALL THAT REPLIED. I'VE BEEN WORKING TOO MUCH THIS WEEK, AS USUAL, TO REALLY HAVE TIME TO CHECK OUT ANY OF YER SUGGESTIONS. BUT I REALLY APPRECIATE IT.
