If you put a Sherman step down gearbox on a 8n it would slow the speed of the tractor but would it also run the pto snow blower too slow?

Yes.
Some things Ns were Very well suited for like plowing and discing.
Some things they were ill suited for like snowblowing, baling and rototilling.

You can get it to blow snow just fine but it isn't a usable set up in most applications. Everytime you want to stop or turn or back up you have issue, just like bush hogging with N. Fine until you need to stop. Gotta run full throttle too so speed control is issue. Just like using a garden tractor with gear drive v. hydro. Need full throttle and slow speed. Not what an N does well. BUT... like everything else... it has been done.
