nothing to do with stationary work, they mea the powertrain will stand full power output at heavy tillage work at 5mph or more to fully load the powertrain at lower speeds requires you to weight it down to avoid wheel slippage and by doing so it will cause premature wear on the powertrain, by running 5mph or above you are doing what they deemed "Rapid Farming" this reduces stress on the powertrain and allowed the tractor to slip a certain percentage use less fuel and get more work done, these tractors would live a long life if these precautions were followed if you chose to ignore them it would cost $$$ hope this helps explain a bit
