I want to use filler over Spraymax epoxy primer to cover pits in the metal. The recoat window is 24 hours. My question is whether I can use filler, without sanding, within the 24 hours. How long should I let the epoxy dry before using filler? If I wait 24 hours, how do I put scratch into the pits so the filler will bond?
 
The label should give you re-coat time. I would take that as filler time as well, so you would not need to sand under 24 ours.

The epoxy primer will continue to harden even with the filler primer over the top. Epoxy primer doesn't sand well anyway even if you waited to the end of the recoat window. If you can press your thumb hard on the epoxy primer and not leave a print it should be ready. I would scuff sand it a little in case there some debris suspended in the epoxy primer.

According to the directions you can sand it in 12 to 16 hours at 68 degrees and 40 minutes at 140 degrees. Assuming it's hot where you live it's not good to spray a finish when the weather is very hot, you might spray the epoxy in the evening and put the filler primer on the next morning.

Filler or filler primer? If speaking of filler, not primer, I'd recommend one of the filler/glazing compounds for leveling out rust pits. It's thinner, easier to spread and sands well. As soon as the epoxy is firm enough to resist a fingernail and under 24 hours spread the filler and let the whole thing set until the epoxy has fully cured. Then sand in prep for the filler primer.
