spring tine cultivator?

I have a 2 bottom plow and a disc. I'm looking for a way to break up the soil and level it and pull out a good deal of the perenial grasses. Is a spring tine cultivator a good choice for this? Its sod that was broken up last year by a tractor pulled rototiller. I have been planting buckwheat and discing it in to build the soil and crowd out weeds but this isn't stopping the patches of crabgrass from coming back. My soil is a clay loam. I am doing this organically, trying not to resort to roundup.
Thanks

I like a spring tooth harrow. Park your disc, a disc drys the ground too much and mixes everything all up and replants your grass. Plow early, after the rains break it down with a spike tooth harrow. Then go after it with the springtooth. Go this way and that, cross it if you can. Pull a light harrow behind it if you can. Don't get in a hurry to plant. Let it set and when the grass comes up hit it again.
