Bushings are worn out & loose & then the armature can contact the field poles & drag.

Just because you have a new battery that doesn't mean it is good or it is charged. I had a number of new batteries be bad and I had to take them back

No, but I take the bolts out that hold the oil filter on but do not remove the filter.

I find it is much easier to remove block drain.

Voltage readings during the event will help.
Performing a voltage drop test will help.
knowing the amp draw of the starter would help.
If it stills drags when jumping it off would help.
A dragging starter is gonna drag 6 are 12 V and even with a jumper.

You are not proving enoufh info.
