Steering Arms/Ammeter/Fuel Filter/Engine Hesitation Help

I have a '52 8N, side mount distributor, 6v, all
(I believe) to be OEM except for the upgraded
spark plugs.

I've been bitten by the restoration/repair bug and
have found a few things to be lacking.

They are the dust seals on the steering arms (near
seat), The ammeter appears dead, how to
evaluate/replace fuel filter in/around tank, and
hesitation in the engine when ascending only
shallow hills.

1. Steering Arms - I have the replacement seals,
but can't figure out how to disconnect the two
pieces once I have the nut off of the bolt.

2. Ammeter - Before replacing the wiring harness,
the ammeter just jiggled back and forth. Now,
it's doing nothing. My proofmeter is dead and my
oil gauge shows condensation on the inside, so I
am considering buying the gauges package from the
YTMag store. Sound right?

3. In the process of getting my tractor running
again, I found out I have a minor fuel delivery
problem. I cleaned the filter at the sediment
bowl and in the carb, but I was told there is
another in the tank. I have a replacement
sediment bowl assembly, so I'll be taking that
apart. What is the best approach to
checking/replacing that filter?

4. Whenever I ascend just a small hill (4 feet
rise ~15 feet run) the tractor hesitates and
sometimes sounds like it will stall. It hasn't
yet, but I'm concerned. This could be related to
#3, but I'm not sure.

Any help would be greatly appreciated!

1. There are three ways to get it off. As you are replacing the dust boots, use a pickle fork. If you don't have a pickle fork, pull up on the tie rod and whack the Pitman arm with a hammer close to the end. If that doesn't work after a few strokes, whack the end of the pitman arm directly in line with the length of it on the round part that the tie rod end goes through. The ends are made with a taper so they will not come loose.

2. Sounds like a good idea.

3. The screen (not a filter) is soldered to the top of the sediment bowl. Doesn't your replacement assembly have the screen attached? The picture is of the three screens.

4. If cleaning/replacing the fuel screens doesn't fix it, the float might be hanging up on the side of the bowl.
