Steering problems with IH 500 track loader

I am considering buying an older 500 International Harvester that will not steer left or right, but will go forward and backward. Wondering if problem could be steering clutches? Does anyone have any experiences to share?
 
That would be my guess. Some people will tell you to push/pull against a larg tree to see if they will break free. I would suggest taking them apart and fixing them right. Check out Red Power, lots of folks over there in the know....as I'm learning.
 
I just fixed up a 500 .... engine,steering,starter,hydraulics.It sat outside for years,but is now a good machine.
The usual thing is bonded & rusty plates.
Just take them out & replace them for a no hassle,long term fix.
