Steering wheel puller

I have a new steering wheel for my international 404 but the old wheel does not want to come off easily. There are two holes for a puller but before spending my cash is there a special puller needed? How do other folks get the old ones off. I'll likely replace the wheel on a couple of tractors later so a puller would get used more than once in my lifetime.
 
I have at least 2 of those steering wheel pullers and they also are used to pull the harmonic balancers. They do not cost all that much. I think the last one I got was less then ten bucks. Another option is to use an angle grinder and cut a slit in the old steering wheel hub then use a chisel to open the slit so the wheel will just slip off
 
I took a piece of 1/4" flat steel, drilled a couple of holes in it to align with the ones in the steering wheel, placed it over the steering shaft, tightened the bolts and off it comes.
 
Steering wheel pullers are cheap and available at any auto parts or tool store. Harmonic balancer pullers are heftier, but often are slightly too big for the bolt hole spacing on steering wheels.
 
Several of my pullers are ones that I have made. Ugly of course but practical and cheap, Kind of like my brothers girlfriend
