trans seems to be stuck in neutal, tractor rolls freely, shifter moves side to side but wont move into any gear,

Hmmm . Not much to go on .
Motor running . Motor not running.
If running , it must have moved to the S position . If running , clutch disc might be rusted to flywheel , therefore the clutch won't dis engage and needs to be broke loose .
Could be that clutch linkage has come loose some place between the pedal and throwout bearing .
If not running , the end of the shifter might have come out of the linkage or might be broken off .

You do not say what tractor you have. If a TO-20/ TO-30 pop off the cover plate (shift plate) and have a look.

See if you have any movement in the gears or shift rails. should see something like the picture.

thanks for the tips guys -it is a to/30,it hasnt run for years,i can stick my finger in filler hole & feel the bottom of shifter

If as you say the lever wont move when you try to engage any gear, it is possible that the selector rails have seized in the top of the transmission housing, this can be due to standing for sometime or condensation in the 'box. To free them off the correct way is to remove the rear end from the transmission, and the transmission cover, then you can detach the selectors from the rails and slide them partly out of the back of the transmission and clean them up and lubricate. You could try just taking the transmission top off and try and "rock" the rails, there will be only a small amount of movement but it may be enough to allow the rails to break free. Make sure that the selectors are in a line across the box, if they are not it will be stuck in one gear and that will stop you engaging any of the others, you can easily see this by removing the gear lever by undoing the two nuts at the bottom of the lever and lift it out and just check the selectors are in a straight line across the box as in the picture someone sent to you....John

problem found- the springs that hold tension on the detent balls were rusted in place, not letting the balls move up and out of the rails,
