I am getting the inside diameter reading of 3.23 on the bottom portion of my my piston sleeves. Is this correct?

Should be 3.125 or 3.250.

Your reading is off a bunch because you reading means that sleeve is for the
3.250 pistons what does the sleeve measure at the top
