I just checked this sites tractor parts and they are listing the sure seals only for the TO 20. They have a free number if you want to call and double check.
 
Yes they fit but only on the early tractor, the later tractor,(12 volt) had the seal in the axle tube.When you pull the half shafts and look into the tube you will be able to see them, if they are present, only about 1-2 inches in.

They will work for all the TE-20's with the Contenential Engine. The version Sam is discussing is the TEA-20 with the 85mm Standard Motor's engine. These have seal like the TO-35.

Jeff, the 85mm engine also had axles that could be fitted with sure seals. A rough guide is that if the axle had a grease zerk at the end flange it will have the later type seal and the sure seals will not be needed,though I believe the greaser was dropped towards the end of production.
