Hello oldgoat welcome to YT! It would help to know if it is a gas or diesel model. Surging is more likely a symptom of a gas engine not getting enough fuel but a diesel may act the same way. Open up the line and see what kind of flow you are getting.

A gas tractor can display such symptoms DUE TO FUEL STARVATION. It could be at the
tank outlet,,,,,,,any sediment bowl or fuel filter,,,,,,the carbs inlet and any
strainer,,,,,,,,,carb bowls needle valve and seat assembly,,,,,,carbs jets......IVE
ALSO SEEN GAS TANKS NOT BEING VENTED !!!!!!

(quoted from post at 08:36:05 08/15/23) That fine screen in the bowl can also stop
flow with a film of water. Just a little.

Thanks to all for the info. My tractor is Gas, and I figured out what the problem was. The small pick up screw in the bowl was clogged when I cleaned that out. Everything worked fine.
