DOES ANYONE KNOW IF THERE IS ANY WAY TO HEAT UP THE DOZER TO START IN COLD WEATHER LIKE BLOCK, OIL OR ANTI FREEZE HEATERS I HAVE A TD8E IH DRESSER

There should be no reason a coolant heater could not be fitted to it. A tank heater requires a tap point low on the engine for cold coolant (often the block drain port can be used) and a higher place to return the warmed coolant back into the engine. The hose from the heater outlet should always go upward to the return point. Finding an in the block heater requires finding what heaters are offered for that engine and if the location the heater needs to be installed in is open to accept a heater.
 
Whether or not a heater can be installed in a freeze plug/core hole is not a given. It depends on the engine there are some that don't have room for the element.
Kubota uses a threaded unit that goes into the frost plug hole but keeps most of the unit out of the block but surrounded by coolant. Katz makes it I believe. I have had 2 Kubotas with those and they work great. 👨‍🌾

I fixed up an Farmall A for plowing snow about 50 years ago, I drilled and tapped a NPT port in the block between 2 sleeves, up high for the hot water to go into. I took the cold water out of the drain on the casting where the bottom radiator hose connected. The tank heater was mounted fairly close to the carburetor, so it warmed that too, worked great. The easiest thing to do would be to use 2 or more magnetic heater on the oil pan and block, as they're only 300 watts, but they have gotten really expensive. Somewhere I think we have an air popper for popcorn, it blows a lot of hot air upwards, I bet it would work well!

I've seen virtually the same engine in a tractor. That one is routed by a hose coming out of the engine coolant block drain, to the coolant heater. From the block heater it goes up over to the other side on the water jacket where the temp sender is (see photo). The temp sender is currently in a T in the water jacket, so one side of the T is the regular sender, and the other side connects to the coolant heater hose.
You would have to drain most of the coolant and get the temp sender out, but this is the most effective way to heat up your engine.
