TD9 Bosch injector pump

My son and myself saved a 1942 TD9 from scrap last yr. Engine was seized, so I soaked it and it came loose. I have it running good on gas.
I can't get the primary pump to fill the filter canister. I have taken it apart and cleaned the primary and have fuel to everything but it's not pumping
fuel to the filter. Any ideas about why it's not would be appreciated.
 
On a Bosch system, that filter is not gravity fed. It acts like the secondary filter on an IH system.
Did you open the bleeder all the way and have the tank at least half-full?
Did you bleed the water trap first?
Can you pull off the pressure line going to the filter and see if it is pumping there?

Have to look on my wd6. But what does fuel to everything but not pumping mean ?

Bleeder is open on top of filter, I'm not getting any pressure from the primary pump. If I remove the check valves in the primary it will gravity feed to the filter. I figured it was not gravity feed to the fuel filter. It's just not pumping fuel to the filter. The water trap if full and no air in it and I have fuel to the pump.
