Looks worn down or ground down. May have to pop that shaft out & replace it.

Pull the governor cover off and have a look in there. Sometimes throttle that shaft break where it enters the housing. That bit of west will still make the governor work.

so what about the cracked rearend? what did you find?

It's a good sized horse shoe . The people were going to move it and it must have been a chunk of ice stuck on the bull gear and it popped . Been working on other things now . Throttle lever was all loose and the water pump schive is bad . behlen steering is loose and leaking bad .
