Three point wont go down

I have a john deere 20/20 gas low profile and the three point will not go down even when trying to pull it down. If I take plug out of side of three point cover then it releases all of the fluid and goes down. Then as soon as I raise it back up it wont come back down. I am wondering if a relief valve is stuck or something along that line.

I haven"t had the opportunity to take a 2020 apart..However there"s something not attached or broken inside not to allow the valve spool to move so the 3 point lowers..I would get an IT manual to see whats inside there.. If there"s a draft control , is it interfering with the 3 point lift operation??..

sonny IH,there's a rate of drop screw under set that most likely has been accidently shut off by hitting tab with foot while mounting/dis-mounting tractor. Try loosening screw a little. Tx Jim
