throttle increasing on its own

I've read back through the board and found a few instances of throttle decreasing on its own, but mine increases. Don't know if its the same problem.
I've cranked the friction pad spring right down and the throttle lever feels pretty snug. I can put it in a low idle parked and it'll stay there for half a minute or so, then the lever starts moving down fairly quickly as though possessed.

Is the throttle friction disc worn or polished?

I had a bad governor spring on my TO-35.

That fixed mine without even adjusting the friction disk.
