Throttle Lever resistance TEA20

Just how much friction is needed to keep the throttle lever from slipping.
I have just replaced the round friction disc with a new piece of soft rubber and clamped up the throttle lever spring, it can not be clamed up any further.
Without the governor rod or compensating spring etc attached there does not appear to be a great deal of resistance when i move the throttle lever.
How hard should it be to move the Throttle Lever?????

You should feel some resistance and it shouldn't feel 'spongey'. The mechanism has to hold tension against the governor plunger spring which is significant.

Originally there was a cork disk where you put the rubber. I'd replace the rubber with cork. I make new disks out of cork gasket material available from auto parts stores/hardwares. Is your spring complete? Because of the position near the battery often the spring is corroded/deteriorated/short from corrosion from battery acid. I don't think the spring is available OEM, but the spring drawers at the hardware store have serviceable units.
