Throttle setting tension.. Dumb question???

I have both a 340 and 606 utility which suffer from the same malady.. the only way I can keep the control for the governor set to wide open is to keep it pulled back with my hand... I've checked the manual and can't find anything like a friction disc or collar.. My previous tractors (A C, and H and an 8n) all had a toothed rack to keep the throttle setting where you wanted it.(There IS a hacked up piece of rubber under the throttle on the 340 that the previous owner installed, but it does nothing) What can I do to adjust it or add some friction to keep the throttle open and the RPM up? Am I missing something? And what is it?

The owner's manual only tells you basic operation and basic maintenance for the tractor. It doesn't tell you how to fix anything.

There is a friction disk under the throttle handle. See #3 on the parts diagram below for the 340:

I used a small bungee cord when I ground feed with my M.
Durn thing busted so I had to actually had to tighten the little
bolt. It was so much more fun to try to figure out where to clip
the bungee.
 
Two things, the friction disc is some what adjustable by tightening the nut on the top end of the throttle shaft. The throttle lever has to be free to slide down on the splines though. The spring below disc on shaft gives the actual tension. Now, down below where vertical linkage pivots and hooks to horizontal linkage running to governor, there is supposed to be a balance spring. Helps keep throttle over center and if it is missing the governor will over power the friction device.
