Tight spindle on Cub 184

I've got a Cub 184 with a nearly frozen left front . I've tried heat, PB blaster and greasing the fitting. I can move it some with a pipe on the spindle but nearly none from the steering wheel. Anybody got any ideas?

Remove the grease fitting, dig out all the old grease you can from behind it. Put a new grease fitting in. Fill a grease gun with oil and pump oil in the fitting. You will need a grease gun that can be filled bulk or use an empty grease tube in the gun, then add oil into the empty tube.

Some heat can help. The question is what you are using for heat. A real torch set up or a handheld propane type? The handheld one may be too little to slow. Be careful as the oil will burn.
 
The spindle is working well and getting looser with use.
Now the problem is the deck is all the way up and will not lower. I gotta check the hydraulic fluid. Any other ideas?
