Timing distributor

So as I was looking into the 8n issue a little more, I checked the timing and according the peephole, TDC was not occurring on the first cylinder. Every time I check it, it seems like it is occurring on a different cylinder. Any clues as to what my next step should be?
 
Codi,There are two sets of timing marks on s late 8N flywheel.One set would be at BDC on #1 the other would be TDC on #1.
 
Are you checking with a light while running or just static timing?
I would start with the engine off, make sure you have #1 on
compression stroke at TDC and then check for the mark.
Mark it with a dab of paint to make it easier to see.
While you have it setting on TDC you may also want to see
which spark plug wire the distributor/rotor is pointed at.
They can be put in the engine different ways and still run.
 
If the rotor doesn't point to #1 when at TDC, move the #1 spark
plug wire to the nipple it does point at and the rest 2,4,3 CCW
around the cap.
If it does point to #1 you might still want to verify firing order.
