Tire driven grinder, Artsway?

Neighbor down the road said he just got a cheap old Artsway feed grinder,, pto driven with a tire driving the mill.

I've never seen a setup like that, and not having luck finding anything on the internet.

What model or age of mill would that be?

A neighbor made one but it turned the mill the wrong way. He never bothered to go back to the drawing board.
 
Fellow down the road had a tire driven cutoff saw. His coat sleeve got caught in it and he was dead.
Saw did not get him. His head got slammed into the metal frame.

My Dad made a cement mixer, mounted on a WD45, with a tire driving the drum, using the pto. Also made an auger feedbunk with electric motor and tire drive. I remember the difficulty he had welding a drive hub into some rubber covered tube which made wheel contact. Had to quench the weld quickly before the rubber burned off.
 
I have a 31 page parts manual for 1957 to 1961 models of Arts-Way Portable Mixer & Mill.
