to-20 carb question

WE ARE RESTORING A 1950 MF TO-20, WE REBUILT THE CARB IT WAS THE LAST THING TO HOOK UP BEFORE THE FIRST START UP IN 12 YEARS. WHEN WE FILLED THE TANK WITH GAS, THE GAS STARTED COMING OUT THE BOTTOM OF THE BOWL THRU A SMALL SCREW WITH A HOLE IN IT. YOU CAN SEE THRU THIS HOLE WHEN YOU PULL THE NEEDLE VALVE. MY QUESTION IS WHAT IS THE HOLE FOR AND HOW DO I FIX THE LEAK WITHOUT BOTTOMING OUT THE NEEDLE VALVE.

There shouldn't be any "small screw with a hole in it..." that allows the gas to leak from the bottom of the bowl. What you might be refering to is the jet itself and there should be a small brass screw that fills that hole to plug it. The Ferguson part no. is 14 812A and it's labeled as "Plug, Drill"
